-Yesterday, 91 people were martyred by the Assad troops’ gunfire, mostly in Rif Dimashq. New military councils were formed in the cities ofDamascusandAleppoto back the revolution against Bashar Al-Assad’s regime. (2)

Political Mobility
- Abdul Basit Sida, head of the Syrian National Council (SNC), arrives inCairoto participate in the two-day Syrian opposition conference organized by the Arab League and begins today. The conference is meant to reach a common ground helping the Syrian opposition have a clear, realistic and pragmatic vision for the next period. (1) (2) (4)
- Over 250 personalities representing different opposition spectra participate in the Syrian opposition conference held inCairo. Secretary-General of the League of Arab States sent invitations to foreign ministers ofIraq,Qatar,Kuwait,Egypt,Tunisia,TurkeyandFrance. (1) (2)
- The opposition Syrian National Council (SNC) said that it had expected more serious and effective action in dealing with the Assad regime. The SNC added that theGenevameeting lacked a clear mechanism for action and a timetable to hold the regime accountable, and warned that this could mean “more bloodshed.” (1) (2) (4)
- Burhan Ghalioun, former head of the Syrian National Council (SNC), said that what happened inGenevameeting was a farce. The members of the UN Security Council accepted the Russian dictates and let down the Syrian people, leaving them in the face of the executioners. Ghalioun called on the Syrian people to engage in a popular liberation war to claim its victory counting on God, Syrian heroes and sisterly countries. (1) (4)
-Syria’s Local coordination Committees described theGenevameeting as a “new episode of the international failure.” They said that the transition accord is just one version, different in form only, of the demands of Russian leaders allied to the Assad regime and who cover it militarily and politically in the face of international pressure to continue committing massacres against the Syrians. - Syrian opposition figures say that Islamists represent one of the most influential components within the Free Syrian Army (FSA) fighters.Washingtonshould know that they differ significantly from the Afghan-style Jihadists, despite adoption of conservative vision of Islam. (3)
- Syrian opposition activists Fawaz Tello says, “The US has intelligence on the ground and by clever management it can channel weapons to the right people. First it has to give a clear signal that it really wants an end of the Alawite-dominated police state inSyriaand not just the sidelining of Bashar (Al-Assad’s regime).” (3)

Syria
- The Syrian ruling party’s Al-Baath newspaper saidGenevameeting “failed”. The agreement of the task force onSyriainGenevaon Saturday resembles an enlarged meeting of the UN Security Council where the positions of participants remained the same, adding that the solution to the Syrian crisis should only be put forward bySyria’s sons. (4)
International
- In a statement,Turkeysaid it had scrambled F-16 fighters near the frontier the previous day in response to three separate incidents after Syrian helicopters approached the border, adding that its F-4 was downed bySyriain the international waters. An American submarine to arrive soon where the Turkish F-4 fighter was downed to continue the search works. (2) (3)
- The British Sunday Times quoted Middle Eastern diplomatic and military sources, including Israeli ones, as saying thatRussiamight be involved in downing the Turkish jet. It added that the decision to down the Turkish jet was intended to signal a warning to the NATO to stay out of the conflict raging inSyria. (2)
- French Foreign Minister Laurent Fabius said that a text agreed by members of the U.N. Security Council inGeneva on a political transition forSyria implied that President Bashar al-Assad would have to step down. (1) (2) (3)
   – Guido Westerwelle, German Foreign Minister, said, “Yesterday’s action group meeting in Geneva demonstrated the clear and unanimous will of the international community to find a political solution to the conflict in Syria and thereby cemented the parameters of Kofi Annan’s 6-point plan. (4)
   -Iransaid that theGenevameeting was unsuccessful, especially in terms ofTehran’s absence. (4)
-China’s Foreign Minister Yang Jiechi, outlined a four-point plan to resolve the crisis. Yang said the international community should maintain a path of political dialogue, as the only practical way to resolve the crisis. He said firm support should be given to Kofi Annan’s mediation efforts, adding that no deadline should be set for the implementation of Mr. Annan’s six-point proposal. The minister said all parties should respect the independent choice of the Syrian people, and not impose any exterior plan. And he called for a sense of urgency from all parties, while maintaining patience. (7)
-USSecretary of State Hillary Clinton had tried to insist that Assad and his allies had no place in the transitional process.Clintonalso said that the conditions set out in the statement offered the best chance of a transition to a democratic post-Assad period, including free elections. She also added that theUSwould meet withSyria’s opposition figures next week. (5) (6) (7)
- The UN-Arab League envoy to Syria Kofi Annan said he hoped to see concrete results towards a settlement within a year and insisted “it is for the people ofSyriato come to a political agreement”. (1) (6) (7)
- Russian Foreign Minister Sergey Lavrov underlined that the plan does not require Assad’s ouster, saying there is “no attempt in the document to impose on the Syrian people any type of transitional process.” (5)
